vouchers in 19

I am playing 19 and trying to complete all of the innings programs. How do I earn vouchers for like the 2nd, 3rd, etc now?

Same as now, all prior inning bosses

and how do i get the other 2 then if i dont want to buy them

any ideas on how to make tons of stubs really fast, i have a way to make stubs other than flipping it just takes a long time to make a lot
