Who else is missing that’s in MLB and has a solid role?
Any idea why these two players havent been added?

As soon as you play a game, you're eligible (barring certain exceptions like Ohtani and Vlad jr). You still have to apply and be approved.
MLBPA doesn't always approve everyone. Back in the day, they blackballed players who crossed the picket line in the 94 strike. Thus, players like Kevin Millar didn't appear on any World Series merch or in MLB 2004.
