“Rare” guaranteed

There’s three “rare” cards, 30 guaranteed rare packs, so 10 of each rare card guaranteed, plus any rare rounds you roll in the other 30 packs. Not very rare at all. Was this thought out even slightly in advance of release, or did you just think “well, these cards are so lit, who wouldn’t want a dozen of each of them?”
